[ASSERTIVE COMMUNITY TREATMENT (ACT) WAS DEVELOPED IN THE 1970S TO ADDRESS THE NEEDS OF PEOPLE WITH MENTAL ILLNESS WITH INTENSIVE LONG TERM CARE NEEDS. IT IS CONSIDERED THE “GOLD STANDARD” OF INTENSIVE COMMUNITY MENTAL HEALTH TREATMENT.
MULTIPLE CO ADMINISTRATIONS, DEMOCRAT & REPUBLICAN, HAVE REFUSED TO BRING THIS CRITICAL TREATMENT TO SCALE. WE CAN’T PUT UP WITH THAT ANYMORE.]

CMS State Medicaid Director Letter Nov. 13, 2018

RE: Opportunities to Design Innovative Service Delivery Systems for Adults with a Serious Mental Illness or Children with a Serious Emotional Disturbance

From the Video Above: Psychiatrist notes that the “System” in Canada is “FLAWED” and when the System supporting you isn’t very good — people don’t get better.

There is so much work to be done @ the CO Dept. of Health Care Policy & Financing to address the crisis of Coloradans with disabilities in the CO Criminal Justice System.

The fact is CO could cover a lot more than what they are right now under existing CMS [Centers for Medicare & Medicaid Services] regulations.

Further, there is the new State Medicaid Director letter on Opportunities to Design Innovative Service Delivery Systems for Adults with Serious Mental Illness and Children with a Serious Emotional Disturbance.

Finally, there are a lot of opportunities for States to seek “waivers” of CMS regulations to provide better service delivery.

Nobody’s interested in the same old party lines — Republican or Democrat — making excuses for failure to bring Intensive Mental Health Services to SCALE.

THIS IS HARD. THE FIRST STEP IS ADMITTING WE HAVE A PROBLEM.

[Right now we are considering a SUPER MASH UP of

  • Medicaid Assisted Living Residences
  • Heightened Security
  • Placement within Rural Areas of Counties across the State to address NIMBY (Not In My Backyard, Economic Development for Rural Areas, & perhaps large scale use of Innovative Therapies such as Horticulture & Equine Therapies & Dog Training as well as Cooking, etc. ) — CDOC is doing some of this.
  • Civil Certification

For Individuals where ACT, Supportive Housing, typical Residential Services or other less restrictive alternatives are rejected by Prosecutors and/or the Criminal Courts.
