In Disability Law — A LOT of IT is THERE — States just aren’t complying with the LAW. States need a lot more guidance than what they have been given. If States want to seek modifications that still comply with the Law — that’s fine — the continued widespread non-compliance is NOT lawful and is NOT good public policy.
